Gentlemen:-
This refers-to the routine safety inspection conducted by Mr. R. A. Westberg
of this-office on November 12_through 15, 1985, of activities at Clinton
Nuclear Power Station Unit 1, authorized by NRC License No. CPPR-137 and to
the discussion of our findings with Mr. D. P. Hall and others of your staff
at'.the conclusion of the-inspection.
The enclosed copy of our inspection report identifies areas examined during
lthe inspection. Within these areas, the inspection consisted of a selective
exanination of procedures and representative records, observations, and
interviews with personnel.-
This inspection _ constitutes = part of our effort to assess the status and
- adequacy of your operations quality assurance program and its implementation
.to support readiness for. issuance of-an operating license to Clinton Unit 1.
Other inspections in this area have been conducted or are planned in order for
Jus to make this overall assessment. We recognize that all aspects of this
program are not required by the NRC to be implemented at this time; however,
the implementation of the administrative control procedures for surveillance
testing and the surveillance schedule are items that could adversely affect
your present fuel load schedule. Please give appropriate consideration to the
development and implementation of the subject procedures and schedule.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
