The staff concurs with your assessment that safety issues associated with the use of the tool are bounded by the previously approved Early Defueling Safety Evaluation and concludes that the proposed activity does not constitute an unreviewed safety question.

The use of the proposed hydraulic cutoff saw is therefore approved contingent upon submittal and our approval of the related procedures per Technical Specification 6.8.2.
