Dear Mr. Morelius:

The above referenced document has been reviewed by comonwealth Edison's Corporate Nuclear Stations Division and the respective nuclear stations. The following response is provided concerning the actions that we intend to take to improve the overall quality of future LER's for all of our operating. nuclear stations.

LER quality improvement has been established as the major goal for 1986 by the Nuclear Stations Division Regulatory Assurance Superintendent.

Each of the stations has received copies of their respective AEOD reports, and initiated review of the specific LER deficiencies and coments.

In order to provide uniform guidelines to the stations concerning LER investigr.-

tion, preparation, review and training, a Nuclear Stations Division Directive is in the process of being developed. The major elements of this Directive will be as follows:

The format for the LER text will be patterned af ter ttr %xt Outline and Text Outline Checklist provided in Appenna C and Appendix D of NUREC-1022, Supplement 2.

2.

LER preparation guidelines will be provided, based on the information contained in Appendix B of NUREC-1022, supplement 2, and based on the findings of the AEOD reports that are judged to be common problems with respect to our stations.

An LER event investigation diagnostic flow chart will be given as an aid to the station personnel in identifying root causes.

Elements of a recommended training program covering the preparation of LER's will be provided. The suggestions given in Section 4.1 of NUREG-1022, Supplement 2 will be reviewed for inclusion in th Directive.

We intend to implement this Directive by April 1, 1986 and believe it will provide the necessary guidance to achieve and maintain a high standard of quality in LER responses at all our stations.
