The wage determination applicable to the classes of service employees to be utilized in contract performance has not been received. Pending its receipt and subsequent incorporation into the contract, neither the contractor nor any subcontractor under the contract shall pay any person performing work under the con-tract (regardless of whether they are service employees) less than the minimum wage specified by Section 6(a)(1) of the Fair Labor Standard Act of 1938.
