. Dear Mr. Stanley:

, ' On March 7,1997, the NRC completed an inspection at your Braidwood Generating ,

Station, Units 1 and 2. The enclosed report presents the results of that inspection.

.,.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of a selective examination of procedures and representative records,

'

- interviews with personnel, and observation of activities in progress.  ;

l '

! This inspection was to perform the emergency preparedness core inspection in NRC

inspection Procedure 82701 and review the status of previous open inspection findings.

'

The report's Executive Summary provides an overview of our assessment of your

i performance in Emergency Properedness, an aspect of Plant Support. At the conclusion of ,

the inspection the findings were discussed with those members of your staff identified in  :

the report. l

The emergency ' preparedness program was effective in maintaining and improving

operational readiness of your emergency response facilities, equipment, and personnel. i

,

Emergency response facilities, equipment, and supplies were in excellent material ,

"

condition. Interviews with emergency response personnel demonstrated excellent 1

[; ' knowledge of emergency implementing procedures and responsibilities. Management

support was clearly a factor in the program's improvement over the last two years.  !

'

i However, a problem was identified with the 1996 Site Quality Verification' audit of the

emergency preparedness program. ,

.

. Based on the results of this inspection, certain of your activities appeared to be in violation '

of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The .

' violation concems the failure to evaluate, document, and report to corporate and plant

management the adequacy of interface with the State govemment, i

)

.You are required to respond to this letter and should follow the instructions specified in the

7 enclosed Notice when propering your response, in your response, you should document .

the specific actions taken and any additional actions you plan to prevent recurrence. After i
