Gentlemen:

On October 25, 1985, a meeting was held at the NRC Region I office between you and members of your staff, and Dr. R. Bellamy, Chief, Emergency Preparedness and Radiological Protection Branch and representatives of this office. The purpose of this meeting was to review the status of Order Modifying License issued Septem'era 27, 1984, in light of your Final Radiation Protection Over-sight Committee Report dated September 11, 1985. This report was addressed in our letter dated October 22, 1985, which also identified the agenda for the meeting.

Based on our discussions, we understand the following:

1. The Radiation Protection Oversight Committee (RP0C) will continue to function throughout the duration of the 1986 Outage and will continue to report at least monthly to the Vice President - Nuclear, who will provide the reports to the Regional Administrator on a monthly basis.
2. Efforts have been initiated to amend the charter of.the Radiation Safety Sub-Committee (RSSC) to function in a manner similar to the RP0C. Such 0.ction is expected to be completed by June 1986.
3. A plan for maintaining the effectiveness of the radiation protection upgrade program as described in the meeting will be documented and submitted to the Regional Administrator prior to the commencement of the outage.
4. The independent review of program status and capability as performed by Impell Corporation will be made available for NRC review upon completion of the report. Such report completion is expected by November 22, 1985.

If our understanding is not correct, please notify this office within seven (7) days from the date of this letter.
