Interim 10CFR50.55(e) Report: Gould Supplied Motor Control Starters (CDR 85-00-17)
Dear Sir:
On October 18, 1985, we reported a potential 10CFR50.55(e) deficiency
[ Reference (b)] regarding motor control starters supplied by Gould, Inc. (now Telemecanique). The reportability of this item is under evaluation.
Description of Deficiency The subject motor control starters, unitized type NEMA Sizes 1 and 2, may experience binding or seizure of the contact carrier assembly if the space between the contact carrier post and support housing is less than 0.010 inches.
Recent testing has identified a number of starters with less than the specified clearance. A similar deficiency was identified in 1982
[ Reference (c)] and determined to be reportable per 10CFR50.55(e). Gould,
. Inc. had previously issued a 10CFR21 report to the NRC regarding this potential deficiency.
The corrective action taken at that time involved the inspection and modification of starters that had been identified by the manufacturer as possibly having the subject deficiency. Gould, Inc. was also to implement manufacturing changes to prevent recurrence of this deficiency on starters B512050419 851110 PDR ADOCK 05000443 8

- manufacturer's direction and the item was closed out as indicated in NRC Inspection Reports 50-443/83-05 and 50-444/83-05.
Safety Implications Failure of a motor starter would prevent the associated safety-related actor frca performing its intended safety function.

Corrective Action The manufacturer has been notified of the subject deficiency and plans to visit the site to inspect the motor starters, NEMA Sizes 1 and 2, to identify the scope of the problem. Corrective action will be decided after the manufacturer's inspection. The reasons regarding the recurrence of the deficiency are also under investigation.
We will submit an additional report to Region I by January 31, 1986.
This letter is' being filed pursuant to the interia reporting provisions of 10CFR50.55(e).
