Public Service Electric & Gas Company Docket No. 50-354 Hope Creek Generating Station License No. CPPR-120 i During an inspection from December 23, 1985 to January 3, 1986, and in accord-

, ance with the NRC Enforcement Policy (10 CFR 2, Appendix C). The following l violation was identified:

10 CFR 50, Appendix J Section III. A.1.(b) requires that closure of con-

tainment isolation valves shall be accomplished by normal operation for '

the performance of Type A integrated containment leak rate tests.

Contrary to the above, on January 2, 1986, during the performance of a

. Type A integrated containment leak rate test, closure of containeent iso-i lation valve No. KL-001 (HV-5148), was not accomplished by its normal mode of motor operation, in that the valve was hand operated to the closed position. This was evidenced by the valve clutch lever being observed in the manual position following completion of the test.

This is a Severity Level V violation. (Supplement I) l Pursuant to the provisions of 10 CFR 2.201, Public Service Electric & Gas Com-3 pany is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the re-sults achieved including corrections, if any, to the ILRT results; (2) correc-tive steps which will be taken to avoid further violations; and (3) the date

when full compliance will be achieved. Where good cause is shown, consideration

will be given to extending this response time.
