Dear Mr. Richard:

SUBJECT:

PEVISION 11 TO THE GRAND GULF PHYSICAL SECURITY PLAN This is in response to your letter dated March 14, 1985, regarding Revision 11 to the Physical Security Plan for the Grand Gulf Nuclear Station Units I and

2. Review responsibility for this submittal was transferred to Headquarters by memorandum from Region II on July 31, 1985.

We have reviewed the two changes proposed by Mississippi Power and Light Company to the current access authorization program in the Grand Gulf Security Plan. Since considerable flexibility is allowed in approving or denying individual access authorizations, changes to the administration of your screening program are permitted as long as the provisions of ANSI 18.17 continue to be met. Since your individual access authorizations continue to meet the provisions of ANSI 18.17 we conclude that the changes you propose do not decrease the safeguards effectiveness and therefore are acceptable under

! 10 CFR 50.54(p).

j The enclosure to your letter contains Safeguards Information of a type i specified in 10 CFR 73.21 and is being withheld from public disclosure.

Sincerely, Original signed by l L. L. Kintner for i Elinor G. Adensam, Chief l Licensing Branch #4 l
