In our letters to you dated June 13 and August 20, 1985, we stated that the Federal Emergency Management Agency (FEMA) was performing an evaluation regarding the deficiency in Lake County. This evaluation was being conducted to determine what effect, if any, the deficiency had on the overall status of offsite preparedness. Our letter further indicated that we would determine an appropriate course of action under our regulations for your Zion facility after receiving this FEMA evaluation. The deficiency for Lake County had been characterized as one affecting public health and safety.

We have received the attached FEMA evaluation, dated October 15, 1985, regarding the overall status of offsite preparedness. This evaluation is based on the corrective actions submitted to correct the deficiency affecting public health and safety, and the FEMA evaluation of the remedial training drill held on August 21, 1985. The FEMA evaluation states that in view of the demonstrated capability by the Lake County E0C staff, proper procedures were used relating to traffic and access control. It.is FEMA's opinion that there is reasonable assurance that the health and safety of the public can be protected in the event of a radiological emergency at the Zion Nuclear Generating Station. Therefore, the approval under FEMA rule 44 CFR 350 for the Zion Nuclear Generating Station will remain in effect.

Based on this FEMA evaluation, we conclude that the deficiency affecting public health and safety which we identified to you in our June 13, 1985 letter has been satisfactorily corrected, and no further action under our regulations is warranted.
