SUBJECT:

RADIATION MONITORING SYSTEM DEFERRAL REQUEST By letter dated Septernber 10, 1985, you requested the staff's cpproval to defer the operability demonstratien for certain items of Radiation Monitoring Sys terr. (FMS) equipment beycnd the scheculed fuel date. lie have reviewed this request and have the following coments:

1.) Many of the requested deferrals are such that the full capability of the system would not be realized until 100% power. For RMS con;ponents I thru V, VII, VIII, X and XI as identified in your letter, the full capebilities should be realized prior to exceeding 5% power.

2.) Regeraing issue VI, more information cr. the administrative controls is needed. Very stronc administrative controls, such as placing full ,tir.ie guarc(s) at these openings r..ey bc acceptable.

3.) Issue IX, as described in your letter is acceptable.

d.) Additional information is required on issue XI. Specificolly, the l following information is needed:

a.) evidence cf previous seismic qualification test results for similar components, b.) demonstration of dynamic similarity between the components in a.) and the equipment identified in the deferral request, and i

c.) justificatian for interin operation, on the basis of a system argument, while these items of equipment are being qualified.

' 5.) Issue XII,,regarding preoperational testing, defers completion of the testirg until 100% power. As noted in consnent 1.), we feel that the capabilities of the systems discussed, including pre-operational testing, should be realized prior to 5% power.
