Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 FDSER Comment Resolution Gentlemen:

Final Draft Safety Evaluation Report (FDSER) Section 7.3.3.14

" Independence Between Manual and Automatic Actions," subparagraph (2) refers to the use of a Safety injection (SI) " reset" button on the energency shut-down panel (ESP). The ESP SI controls include " block" switches for steanline and pressurizer pressure but no " reset" button.

Conversations with the reviewer have indicated that the concern in this area is the ability to control 51 should it be initiated while operating from the ESP.

The Beaver Valley design provides for this eventuality by operator action.

Beaver Valley operators are instructed on local control as a nonnal part of their training and will be able to successfully tenninate the SI function locally while securing the plant from the ESP.

A similar design and training arrangement has been successfully used at Beaver Valley Unit i for almost ten years.
