REQUEST FOR APPROVAL OF NEW SPENT FUEL STORAGE RACKS AT PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 We have received your request, dated June 13, 1985 (Revision 0), as amended by letter dated August 1, 1985 (Revision 1) in accordance with Section 5.5c of the Technical Specifications contained in Appendix A to the Peach Bottom licenses, for approval of installation and use of new high density spent fu,el storage racks.
Section 5.5c provides, in pertinent part, that "[s] pent fuel shall only be stored in the spent fuel pool in a vertical orientation in approved storage racks." It is the Staff's position that such approval properly should be given by means of an amendment to the Peach Bottom operating licenses. As such, the Staff intends to treat your request for review and approval of new spent fuel storage racks as a request for an amendment to Facility Operating Licenses DPR-44 and DPR-56 for the Peach Bottom Atomic Power Station, Unit Nos. 2 and 3 and to give any such approval by amending Technical Specifica-tion 5.5c to reflect the specific approved storage racks and storage method.
From our past experience with many spent fuel pool reracks of the type you propose to undertake, we believe that your proposed reracking likely will not involve significant hazards considerations. Accordingly, and consistent with the Staff's approach and your request, the Staff intends to seek to publish a notice of consideration of amendment in the Federal Register no later than the end of November 1985. Unless we hear from you to the con-trary by that time, we will process your request as a request to amend the Peach Bottom operating licenses in accordance with your letters dated June 13, 1985 and August 1, 1985.
