WITHDRAWAL OF LICENSE AMENDMENT (TAC M96606)

Dear Mr. Anderson:

By letter dated March 18, 1997, you withdrew your request for a Technical Specifications change (TSCRN 208 dated August 28,1996) relating to the control complex habitability envelope (CCHE). Accordingly, we have closed our review effort and our technical assignment control (TAC) No. M96606 under which the task was being performed.

In this regard, the following requires your attention. TS Bases 3.7.12, Control Room Emergency Ventilation System (CREVS), states that "The principal

, function of the CREVS is to provide an enclosed environment from which the plant can be operated following an uncontrolled release of radioactivity or i toxic gas." Final Safety Analysis Report (FSAR) paragraph 7.4.5.1, Control

Room Habitability, provides references where allowable limits for CCHE [

b breaches have been evaluated, llowever, at present, there is no TS for the l CCHE and the TS Bases for CREVS do not establish any limits or acceptance criteria for CCHE leakage such that CREVS safety function can be assured.

Based on our discussions with your staff, we understard that if a CCHE breach occurs above the limits evaluated in the calculations which are referenced in FSAR paragrapgh 7.4.9, you will declare CREVS inoperable and enter into
