REQUEST FOR WITHHOLDING INFORMATION FROM'PUBLIC DISCLOSURE Re: Haddam Neck Plant By .W/o WCAP-11009.WCAP-11008 Withheld (Ref 10CFR2.790)|letter dated January 7, 1986]], Connecticut Yankee Atomic Power Company (CYAPCO) submitted three copies of a report entitled:

WCAP-11008 Rev. I " Connecticut Yankee (Haddam Neck) Steam Generator Sleeving (Mechanical Sleeve)"

Further, you requested that these reports be withheld from public disclosure pursuant to 10 CFR 2.790.

The information in the sleeving report contains details of the design of the sleeves that are to be installed in the Haddam Neck Plant steam generators. The report also contains the design analysis, the test verification program and descriptions of the expanded mechanical plug, the rolled plug and the channel head decontamination process.

This information is customarily held in confidence and to the best of CYAPCO's knowledge and belief is not available in public sources. Westinghouse also contends that release of the information would enable a competitor to modify their product to better compete with Westinghouse without similar expenditure of resources, which would result in,the competitor selling at prices reflecting significantly lower costs.

We have reviewed the submittal and supporting affidavit based on the requirements and criteria of 10 CFR 2.790 and, on the basis of Westinghouse's statements, have determined that the submitted information sought to be withheld contains proprietary commercial information.

It is our belief, pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended, that, at this time, the right of the public to be fully apprised of the subject information does not outweigh the need to protect Westinghouse's competitive position.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available 3 ,. for public inspection, you should promptly notify the NRC. You should alsn understand that the NDC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your information. In all review situations, if the NPC needs additional information from you or makes a deternination adverse to the above, you will be notified in advance of any public disclosure.
