This refers to the special safety inspection conducted by Mr. R. A. Hasse of

this office on October 21 through November 8, 1985, of activities at Callaway

Nuclear Power Plant authorized by NRC Operating License No. NFP-25 and to the ,

a

discussion of our findings with Mr. S. E. Miltenberger and others of your staff  :-

at the conclusion of the inspection. -

The enclosed copy of our inspection report identifies areas examined during

the inspection.. Within these areas, the inspection consisted of a selective #,

examinationofproceduresandrepresentativerecords, observations,and

interviews with personnel.

This inspection was prompted by the importance of maintenance activities in

maintaining plant integrity and the resultant importance of detection and

correcting maintenance problems early in the plant's operating phase. The . . .

.

relatively large number of maintenance-related LERs issued by Callaway did 2 3

indicate that some problems existed in this area. Therefore, this inspection 1-

was augmented to determine the probable root causes for these LERs, the -

adequacy of maintenance program management, and the adequacy of .the -

maintenance program itself in light of early operating experience.

No violations of NRC requirements were identified during the course of this

inspection. However, we do request that you give appropriate consideration

to the recommendations which are included in the attached inspection report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of +

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
