Dear Mr. Taylor:

'_This is to acknowledge receipt of your letter (LAC-11216) dated October 29, 1985, which transmitted responses to our letter of October 11, 1985, concerning the use of armed responders as compensatory measures.

We have reviewed your responses and have forwarded them for informational purposes to the Office of Nuclear Reactor Regulation.

At the present time, the use of armed responders for compensatory measures which can not be immediately terminated without decreasing the protection to the plant, would be a violation of the "La Crosse Boiling Water Reactor Security Plan"~and could be subject to enforcement actions.

It should be noted that the number of armed responders for the LACBWR facility is not in question, only their use of compensatory measures which would -

prevent them from being immediately available is being questioned.

In pursuit of resolving this issue, Dairyland Power Cooperative should consider presenting alternate methods of meeting the Commission's requirements, submittal of plan changes to " formalize" the current responder call-in program, or a request for exemptions from the requirements to the Office of Nuclear Reactor Regulation or Region III, as appropriate.
