VEPCO QA TOPICAL REPORT VEP 1-4A (UPDATE)
Your letter dated August 30, 1985 (85-431A), transmitted VEPC0 Topical Quality Assurance Report, VEP 1-4A (Update), in.accordance with 10 CFR 50.54(a).
This report provides the current quality assurance program description for Surry and
' North Anna (Docket Nos. 50-280, 50-281, 50-338, and 50-339).
Our letter dated l0ctober 1,1985, requested additional information to complete our evaluation of changes to your program.
A conference telephone call was conducted on November 5, 1985, involving Mr. J. Waddell and members of your staff and Mr. G Belisle and members of our staff. Based on this conference call, it is our understanding that the following actions will be taken for items referenced in
.our October 1, 1985, letter:
1.
The text will be corrected to reference two alternatives.
2.
Personnel other than those of the QA Department who perform inspection activity shall be qualified to the same standards applicable to QA inspectors. No action is necessary for this item.
3.
A statement will be inserted referencing the organizational charts located in the Technical Specifications.
4.
The commitment will be reinstated.
5.
The commitment will be reinstated.
6.
The text will be revised to state that the Executive Manager QA shall be responsible for the establishment and compliance monitoring of the operational QA program.
The text will be revised to state that the Vice President-Nuclear Operations shall have overall responsibility for implementation of the operational QA program.
7.a Receipt inspections are detailed in plant procedures.
No action is necessary for this item.
7.b ~ A statement shall be added describing where these responsibilities are delineated.

A statement will be added stating that records are to be kept in accordance with Section 17.2.17 of the Topical Report.

Statements will be added stating where the deleted information is contained.
Our review of this information indicates that VEPC0 QA Topical Report VEP 1-4A (Update), with the above revisions, continues to satisfy 10 CFR 50 Appendix B requirements and is therefore acceptable.
We understand.that proposed Topical Report VEP 1-5 will be submitted at the end of 1985.
As agreed in our conference call, the above revisions will be incor-porated in VEP 1-5 and, as such, a resubmittal of VEP 1-4A (Update) is not necessary.
We will assess the implementation 'of commitments referenced in this letter during our review of VEP 1-5.
We appreciate your prompt response to our questions regarding this information required by 10 CFR 50.54(a).
