TVA's November 1, 1985, Response to September 17, 1985 10 CFR 50.54(f) Letter In Mr. Dean's November 1, 1985, response to Mr. Dircks' September 17, 1985, 10 CFR 50.54(f) letter, TVA addressed its plan to determine Sequoyah's readiness to operate.

In the discussion of this "Startup Readiness Plan,"

the Employee Concern Program was not addressed adequately.

When I met with you and your staff on October 22, 1985, I stated that I considered it essential that TVA adequately address the impact of the Employee Response Team Program or NSRS identified concerns on the future operation of the Sequoyah units.

Although your November 1 response commits to review all safety related employee concerns for safety significance, to investigate those that are significant, and to take appropriate corrective action prior to restart, it does not identify those issues of significance nor does it provide justification for operation pending resolution of those issues.

For the NRC staff to judge whether or not there are any issues which if not adequately resolved prior to restart, could impact safe operation, you are requested to supplement your response to identify those issues which have determined to be significant and identify the basis for your conclusion that restart will not pose a undue risk to public health and safety.

The concerns considered should be any TVA has received through the programs at TVA.

In particular, concerns identified at Watts Bar or Browns Ferry which may be applicable to Sequoyah should be addressed as well as any concerns relating to environmental qualifications.

Your response to this request is necessary for the staff's review of your response to be completed and will likely be the (ritical path item.

Should other inadequacies be identified, we will advise you promptly. Questions on this matter should be addressed to E. Adensam, 492-7831, of my staff.
