In a November 15,1996 letter to the NRC, Southern Nuclear Operating Company (SNC) proposed to amend the Farley Nuclear Plant (FNP) Unit I and Unit 2 Technical Specifications, Appendix A to Operating Licenses NPF-2 and NPF-8. He amendment would result in the deletion of containment systems specification 3.6.2.2," Spray Additive System."

In the SNC November 15,1996 letter to the NRC, the last paragraph on page El-2 of the Safety Arsessment states the following:

He components associated with the spray additive system are being either spared in place or removed. He blind flanges installed in the eductor lines will meet ASME Section Ill Class 3 requirements. He contaimnent spray piping wih continue to meet the plant seismic and ASME Section 111 Class 3 requirements.

This infonnation is also included in the fourth paragraph on page 2 of the NRC's Safety Evaluation provided in the NRC February 3,1997 letter to SNC.

The paragraph should have stated that the blind flanges and containment spray system piping will ij meet ASME Section 111 Class 2 requirements vice meeting ASME Section III Class 3 requirements. The fact that the blind flanges at FNP are being installed in ASME Section Class 2 containm.: ;,.my piping and not Class 3 piping was not recognized in the preparation of the FNP kg NRC submittal. The Enclosure provides a drawing that shows the location of the blind flanges being installed.

.'Ihe following items provided in the SNC November 15,1996 letter to the NRC remam valid: (1) the safety assessment for the proposed changes (except for the ASME Section III Class 2 vice ASME Section III Class 3 issue as changed by this letter), (2) the basis for a determination that the proposed changes do not involve a significant hazards consideration pursuant to 10 CFR 50.92, (3) the proposed changes to the Unit I and Unit 2 Technical Specifications pages, and (4) the

' determination that the proposed changes will not significantly affect the quality of the human environment. A copy of this letter has been sent to Dr. D. E. Williams, the Alabama State Designee, in accordance with 10 CFR 50.91(b)(i).

Mr. D. N. Morey states that he is a vice president of Southem Nuclear Operating Company, and is authorized to execute this oath on behalf of Southern Nuclear Operating Company and that, to the best of his knowledge and belief, the facts set forth in this letter and enclosures are true.
