Dear Mr. Martin:

As required by the Palo Verde Nuclear Generating Unit 2 Operating License, NPF-46, I am hereby certifying that item 1.a of Attachment I to the license has been completed for the initial entry into Mode 5.

The operability of systems required for Mode 5 has been demonstrated by successfully meeting the acceptance criteria in the PVNGS Technical Specifi-cations. This has been accomplished by the completion of the applicable surveillance tests or by pre-operational testing which verifies the meeting requirements of the Technical Specifications and which were performed within the required surveillance interval or by operability as demonstrated for Mode 6.
