RESPONSE TO INSPECf70N REPORT 85-016 Inspection Report 50-255/85-016 dated October 8, 1985 identified a weakness during the Palisades Nuclear Plant Emergency Preparedness Exercise that was not discussed during the management meeting held September 20, 1985 and, therefore, required a submittal by Consumers Power Company within 30 days of the date of the letter, which described our planned action for correcting this identified weakness.

"The present EOF does not contain minimum space and communications to meet NUREC-0696 guidelines.

Space must be provided for at least fifteen federal personnel (office space for five NRC, working space for nine NRC and one FEMA) in an emergency. At least three outside lines should be made available for NRC use.

Also, the HPN and ENS telephones should be relocated to the EOF main room, so that communicators will have ready access to posted plant status and health physics data."

Corrective Action To Be Taken to Correct the Identified Weakness 1.

Additional space will be designated as part of the EOF for use by both CPCo and NRC/FDIA personnel.

Revised floor plan will be cc. ipleted by December 1, 1985 and implemented by January 15, 1986.

US Nuclear Regulatory Commission Response to Inspection Report 85-016 November 7, 1985 2.

A submittal requesting relocation of ENS and HPN lines will be submitted to NRC Region III by mid-November 1985.
