COMSECY-96-064, International Activities (DSI-20) fl I have concluded that the Commission should proceed with it's preferred option to conduct activities of benefit to NRC's domestic mission or U.S.

3 National Interests. To accomplish this in light of NRC's decreasing resources and the uncertainty about the effectiveness of NRC's regulatory assistance program I recommend that NRC staff develop a plan that includes setting of criteria for evaluating non-mandated NRC j

international activities, particularly regulatory assistance, establishing methods for evaluating the effectiveness of those programs, and for setting priorities. The plan should take into account both the constraints that are facing the NRC and initiatives such as the ICNR and international conventions that will impact resources. The NEA and the Senior i

Regulators should be asked to provide input. The ICNR should be viewed as a body that could potentially provide valuable assistance in this endeavor by serving as a focal point for national nuclear safety regulatory bodies. In setting criteria and priorities, there should be no diminution of domestic nuclear regulatory safety activities including those in support of State and local radiation safety programs.

Because international regulatory assistance programs cut across the NRC, the Executive Council should be charged with development of the plan and coordinate its development with the Director of IP.
