By letter dated July 24, 1985 (NED-85-528), Georgia Power Company (GPC) submitted a proposed amendment to the Plant Hatch Unit 1 Technical Specifications to support plant modifications associateo with installation of a

General Electric Company (GE)

Analog Transmitter Trip System (ATTS).

Following discussions with members of the NRC staff regarding this submittal, GPC has determined that a withdrawal of two of the proposed Technical Specifications limits from consideration is appropriate pending further analysis.

Proposed changes on pages 3.2-11 and 3.2-14 in the " Proposed Technical Specifications Revisions" Section of the enclosure to NED-85-528 (item 3 on each page), specify allowable Trip Settings for-the Reactor Vessel Steam Dome Pressure Low Permissive to open injection valves for the LPCI and Core Spray Systems.

GPC has determined that the 500 psig ' upper limit on those allowable Trip Setpoints, which is currently in Technical Specifications (as a footnote on each of the referenced pages), should be retained to provide adequate over-pressurization protection for the low pressure Emergency Core Cooling Systems (ECCS) at Plant Hatch.

However, GPC is pursuing a thorough reanalysis to support a decrease in the lower limits for these permissives.

NED-85-528, and that any amendments issued as a result retain the 4

current values for those items.

i for this latest determination, are attached for your information and use.

GPC intends to submit new proposed revisions for the above i

referenced limits, following completion and review of the above referenced reanalysis.

In the interim, NRC approval of the changes proposed by NED-85-528, as revised by this submittal, would permit acceptable restart and operation of Plant Hatch Unit I using ATTS.

I Since this submittal only retracts certain revisions previously l

proposed by NED-85-528, which are not functionally. related to any l

other Technical Specifications changes presented in that letter, the safety evaluation (required by 10 CFR 50.59) and the significant l

hazards review (required by 10 CFR 50.92) for the original submittal are unaffected.
