U.S. Nuclear Commission B16352\ Attachment 4\Page 1 Badotound Technical Specification Surveillance 4.8.4.2.2 requires testing of thermal overload protection on a periodic bases and following maintenance on the motor starter. The proposed dunnge to the surveillance is to separate these two testing requirements into two new surveillances, 4.8.4.2.2.1 and 4.8.4.2.2.2.
Safety Assessment Technical Specification Surveillancs 4.8.4.2.2 requires that the thermal overload protection for safety related motor operated valves be demonstrated OPERABLE by performing a CHANNEL CALIBRATION st least once per 18 months on a representative sample of at least 25% of all thermal overloads and after maintenance on the motor starter. The wording of the surveillance is confusing and this proposed change will correct this by separating the two types of surveillance testing.
The clarification of Technical Specification 4.8.4.2.2 to separate the 25% sampling testing of thermal overloads from the testing of thermal overloads following maintenance on its motor starter is safe and does not constitute an Unreviewed Safety Question. It is an administrative change only.
This proposed change to Technical Specifications is considered safe because it will not result in the plant being operated in an unsafe condition, decrease available safety margins, nor adversely impact the consequences of an accident. It will cause no increase in the risk to the public health or safety, it does not increase either the probability of event occurrence, the probability of human errors mitigating the event, the probability of the failure of mitigating equipment, nor does it introduce any new accidents or equipment malfunctions.
This proposed change does not change any of the requirements of this surveillance and is an administrative change as:
. The proposed changes to the surveillance testing of the motor-operated valve thermal overload protection are consistent with equipment design criteria and performing the surveillance testing provides the necessary assurance that the motor operated valve thermal overload protection will function as required.
- The proposed changes to the surveillance testing of the motor-operated valve thermal overload protection does not change the operation of any system or system component during normal or accident evaluations.

The bases for this conclusion is that the three criteria of 10CFR50.92(c) are not .
satisfied. The proposed change does not involve a SHC because the change would j not:
