APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regu-
. latory Comission (the " Commission"), Duquesne Light Company ("DLC"), holder of Operating License No. DPR-66, hereby requests extension of the operating license expiration date from June 25, 2010 to January 29, 2016.
The proposed license change is set forth in Attachment A to this Applica-tion.
A no significant hazard determination is set forth in Attachment B.
Based on the guidance provided by the Commission, the proposed License change has been determined to involve no significant hazards consideration in accor-dance with 10 CFR 50.92.
WHEREFORE, Applicant respectfully requests that Operating License No.
DPR-66 be amended in the form attached hereto as Attachment A.

All work and activities in connection with this project shall be performed pursuant to the provisions of the Commonwealth of Pennsylvania Clean Streams Acts of June 24, 1913, as amended, and of June 22, 1937, as amended, and in accordance with all permits issued by the Department of Environmental Resources of the Commonwealth of Pennsylvania.

ATTACHMENT B No Significant Hazard Determination Proposed Change Request No.115 amends the Beaver Valley Power Station,
' Unit No.1 operating license expiration date from June 25, 2010 to January 29, 2016.
The proposed expiration date is based on 40 years from the date of issuance of the low power operating license (January 30,1976).
Basis for proposed no significant hazards consideration determination:
The currently licensed term for Beaver Valley Unit 1 is 40 years connencing with issuance o'f the construction permit (June 26,1970). Accounting for the time required for plant construction, this represents an effective operating license term of 34 years.
This application requests a 40-year operating license term.
The request for extension of the operating license is based on the fact that a 40-year service life was considered during the design and construction of the plant.
Although this does not mean that some components will not require repair or replacement during the plant lifetime, design features were incorporated which maximize the inspect 4bility of structures, systems and equipment.
Surveillance and maintenance practices which are implemented in accordance with the ASME code and the facility Technical Specifications provide assurance that any unexpected degradation in plant equipment will be identified and corrected.
The design of the reactor vessel and its internals considered the effects of 40 years of operation at full power w.ith a plant capacity factor of 80% (32 effective full power years). Analyses have demonstrated that expected cumula-tive neutron fluences will not be a limiting censideration.
In addition to these calculations, surveillance capsules placed inside the reactor vessel provide a means of monitoring the cumulative effects of power operation.
Aging analyses have been performed for all safety-related electrical equipment in accordance with 10CFR50.49, " Environmental qualification of electrical equipment important to safety for nuclear power plants", identify-ing qualified lifetimes for this equipment. These lifetimes have been incor-porated into plant equipment maintenance and replacement practices to ensure that all safety-related electrical equipment remains qualified and available to perform its safety function regardless of the overall age of the plant.
Based on the above, it is concluded that extension of the operating license for Beaver Valley Unit 1 to allow a 40-year service 1ife is consistent with the safety analysis in that all issues associated with plant aging have already been addressed.
Since the proposed amendment involves no changes in the Technical Specifications or safety analyses,-we conclude that the proposed amendment would not: (i) involve any significant increase in the probability or consequences of an accident previously evaluated, or (ii) create the possibility of a new or different kind of accident from any accident previous-ly evaluated; or (iii) involve any reduction in the margin of safety.
Ther2 fore, based on the above, it is proposed to characterize the change, which provides for a 40-year operating life for Beaver Valley Unit 1, as involving no significant hazards consideration.
