Three (3) originals and thirty-seven (37) copies of an Application for Amendment to our Operating License to change the expiration date from June 25, 2010 to January 29, 2016.

Forty (40) copies of documents designated Attachment A and 8 which setforth the change in Operating License and its no significant hazards determination.
The licensed term for plant operation is 40 years, commencing with issuance of the construction permit, June 26, 1970 and currently expires at midnight on June 25, 2010.
This includes the plant construction period and represents an effective operating license term of only 34 years. This request proposes a full 40 year operating license term.
10CFR50.51 states that the Commission will issue a license for the term (not to exceed 40 years) requested by the applicant or for the estimated useful life of the facility if the Commission. determines that the estimated useful life is less than the term requested.
We fully expect that the facility will remain useful beyond the current operating license expiration date, and will continue to enhance the economic health and well-being of the company's service area.
The plant is a major asset to Allegheny and Beaver Counties and surrounding comunities by virtue of its. ongoing contributions to the property tax base and secondary benefits to the local economy from employee payroll, and from the expenditures for goods and service to operate the plant.
As a. baseload generating station, Beaver Valley p(rovides power and stability to the Central Area Power Coor-dinating Group CAPC0)interconnectionwhichservesthecustomersofCleveland Electric Illuminating Company, Pennsylvania Power Company, Toledo Edison Company, Duquesne Light Company and Ohio Edison Company. The additional years of plant operation would affect the need to install replacement baseload

We'have reviewed the BVPS-1 Environmental Report dated September 24, 1971
- including applicable amendments and have concluded that the impacts associated l

- with lthe 40 year operating license duration are not significantly-different from-those associated with the current 34 year operating license duration.
In general,o the Environmental Report assesses. various ' impacts associated with operationf of ' the - facility in terms 1 of. anni.al' impacts and balances these against the anticipated energy production benefits. Thus, the overall assess-ment and ' conclusions would not; be dependent on specific operating life.

Item (d) states ~ that operation of the proposed power station is expected to commence on June 1,1973 'and has a life expectancy of 40 to 45

.Therefore, we have concluded that ' extension of. the O'perating License to
. allow a 40-year service life is safe and consistent with the safety analysis.
'A' check in the amount of $150.00 is attached for paymenc of the license amendment application fee in accordance with 10CFR170.
