REACTOR VESSEL WATER LEVEL INSTRUMENTATION IMPLEMENTATION Re: Vermont Yankee Nuclear Power Station By Generic Letter (GL) 84-23, dated October 26, 1984, the staff provided concerns related to Reactor Vessel Water Level Instrumentation adequacy in BWR's and requested you to provide a description and schedule for proposed improvements. By letters dated Cecember 6, 1984 and March 28, 1985, you indicated that the existing Yarway columns and cold reference leg columns would be replaced by a dual cold reference leg arrangement and proposed to implement this design change during Vermont Yankee's 1985-1986 outage, scheduled to start in September 1985. By letter dated May 24, 1985, the

staff accepted the proposed modifications and implementation scheduled.

By letter dated July 18, 1985, you indicated that detailed design of the reference leg modifications requires field verification of the existing drywell configuration prior to finalizing the new reference leg support design. You concluded that, due to the need for indrywell field verification, the subsequent detailed engineering necessary to provide a final modified reference leg design, and the work effort in the drywell associated with the recirculation system piping replacement, the I installation of reference leg modifications during the 1985-1986 outage were not achievable. You, therefore, requested NRC concurrence to defer the installation of reference leg modifications from the 1985-1986 outage to the next scheduled refueling outage in 1987.

We have reviewed )]ur requested modification implementation deferral. In GL 84-23 the staff concluded that emergency procedure changes as identified in the BWR Owner's Group Emergency Procedures Guidelines, addressing concerns relative to reactor vessel water level instrumentation, are adequate for the short-term. By letter dated June 6,1985 we approved your commitment to implement upgraded Emergency Operating Procedures addressing these concerns prior to the startup from the 1985-1986 outage.
