CATAWBA NUCLEAR STATION AND MCGUIRE NUCLEAR STATION -

PROTECTION OF AUXILIARY FEEDWATER PIPING This is in response to your letters of September 9,1985 which submitted 10 CFR 50.54(p) changes to the Physical Security Plans for the Catawba and McGuire Nuclear Stations. Since these changes involved the protection of vital equipment, the USNRC Region II Office referred the action to us for response.

Deleting an item of safety related equipment from the list of equipment protected as vital would decrease the effectiveness of your security plan and, accordingly, is not considered to be an appropriate change under the provisions of 10 CFR 50.54(p). Therefore, the September 9, 1985 modifications to your physical security plans for the McGuire and Catawba Nuclear Stations regarding auxiliary feedwater piping are not acceptable. If you wish, you may submit application for amendments under the provisions of 10 CFR 50.90 for further review and analysis. In the interim, you must revert back to the previously approved versions of your physical security plans.

We note that your changes also included Catawba Nuclear Station Unit 2.

The plan for this plant will also have to be modified until this matter is resolved.
