Dear Mr. Muntzing:

On page iii of the Commission's Final Environmental Statement on. Fermi 2, the following condition was stated:

"The applicant will, prior to the issuance of a construction permit, provide a program, acceptable to the staff, for the control of the site of present quarrying operations, including, but not limited to, plans for the present and future use of the site, appropriate monitoring of the environment, and positive actions to be taken to enhance beneficial environmental effects and to avoid, mitigate or alleviate adverse environmental effects which have occurred or which might occur in the future.

Activities and effects associated with blasting onsite shall be included, whether or not related to quarrying."

As counsel of The Detroit Edison Company, w'e hereby submit the following program of Applicant to control. the quarry operation and blasting activities at the site and to enhance the beneficial environmental effects and to avoid, alleviate-or redress adverse environmental effects:

the Applicant on June 20, 1972.

All known requirements for crushed rock have been satis-fied and any additional site fill materials for Unit 2, if required, will be hauled to the site from a commercial quarry, using Class A all-weather roads.

The rock crushers and pumping equipment were removed from the base of the quarry on June 30, 1972.

All pumping operations at the quarry have ceased and the quarry is presently being allowed to fill with water.

3.

All temporary buildings, scales and service equipment associated with the quarrying will be removed from the quarry site.

4.

The land adjacent to the quarry will be graded and seeded by the Applicant to enhance the en-yironment and to prevent farm land runoff from entering the quarry.

The quarry lake will be-come part of the site improvements made to enhance the environment.

The Applicant will take appropriate action to identify and to control any undesirable environmental aspects of the quarry lake such as excessive algae growth should this become a problem in the future.

5.

The water in the quarry will be allowed to rise to its natural level.

6.

All wells now used for monitoring will con-tinue to be monitored for a period of one year following the stabilization of the quarry water level.

The monitoring records will be made available to the AEC and the need for further monitoring will be established at that time.

The Applicant will also take appropriate corrective action necessary to alleviate problems discovered by this moni-toring program which can be attributed to quarry operations.
