COMSECY-96-059; REACTOR LICENSING FOR FUTURE APPLICANTS

In providing the Commission's Final Views on Reactor Licensing for Future Appl.icants (DSI 10), I support continuinn to give priority for. reviewing standard and advanced reactor designs, early site approvals, and licensing for new reactor license applicants.

In fulfilling this objective, I support the Commission's Preliminary Views on DSI 10 as Final Commission Views, with the i

following additional comments:

I agree with Commissioner Dicus's comments regarding striking the staff guidance contained in the preliminary view.

The development of a plan to implement the Commission's final decision on this DSI should include a continuation of work on post-design certification issues with consideration of NEI's " Regulatory Issue Resclution Plan", and the comments received suggesting improvements in understanding all major aspects of the Part 52 process.
