I support the Commission's Preliminary Views on The Role of Industry (DSI 13),

j with the addition of several comments as discussed below.

i I recommend that the Commission add a statement requesting that staff explore j

whether other public agencies provide models or informative experiences j

regarding this type of process and general decisional criteria. In addition, the i

Commission should request that staff's development of decisional criteria include consideration of the effects on public access to information on safety-significant 9-

industry activities if the NRC relies on a industry activity as a substitute for NRC regulatory action.

l I support increased focus on interaction with industry groups and professional societies and '.echnical institutes to develop new codes, standards, and guides c

that support efficient, effective, and consistent performance of industry activities that are important to safety (option 4). In connection with the request that staff identify needs for new codes, standards, and guides, and provide recommendations for additional areas of emphasis, I recommend that the Commission ask that staff include assessments of the required NRC resources and anticipated periods for commitment of such resources.
