COMSECY-96-062, Role of Industry (DSI-13)

I have reviewed the information provided and have concluded that the Commission should continue to evaluate on a case-by case basis, initiatives proposing further reliance on industry, with appropriate guidance (Option 1). The Commission should also increase its focus and emphasis on interacting with both industry groups and professional societies to develop new codes, standards, and guides to support performance of activities that ars important to safety (Option 4).

Based on public comments, I believe that the Commission should also pursue and encourage accreditation and certification programs for licensee activities (Option 3). The staff should consider and inform the Commission of the areas in both reactor and materials programs that may be amenable to certification or accreditation.
