SUBJECT:
COMSECY-96-058 - DECOMMISSIONING - NON REACTOR FACILITIES - DSI-9 Section 3.6 of the Phase 11 " Stakeholder Interaction Report" discusses the public comments and Commission Preliminary Views on the subject of decommissioning non-reactor facilities. I have reviewed the information l provided and have concluded that the Commission should continue to l
support the Commission's preliminary view (a combination of Options 2, 6,7,8 and some modifications) subject to the following comments. .
Several comments received on option 2," Change the Decommissioning Review Process", indicated that many believe that only the licensees that are technically capable and adequately funded and whose sites are minimally contaminated, not complex, and are undergoing only routine
! decommissioning activities should be considered for the revised decommissioning review process. To some extent, I believe that this position has merit. Therefore,I believe that the pilot program should be designed to be capable of identifying the licensee and site attributes that are important in deciding which licensees should be allowed to implement the revised review process.
One comment indicated that the scope of DSI-9 was too focussed on the problem SDMP sites and that it should be expanded to include routine decommissioning activities. In support of this comment, I believe that the staff should consider how implementation of DSI-9 could also
- enhance the review process for routine sites being decommissioned.
