t MEMORANDUM TO:

Chairman Jackson Commissioner Dicus l

Commissioner Diaz I

Commissioner McGaffigen FROM:

Commissioner Rogers

SUBJECT:

COMSECY-96-058: DECOMMISSIONING NON-REACTOR 1

FACILITIES - DSI-9 t

After a review of the Phase ll Stakeholder Interschon Report and after listening to the Steenne Commsttee bnefing on January 13, I believe the Commission's prolmnary views on this DSI capture my position relative to how NRC should approach remediaton of SDMP and other problem sites.

In Hs preisminary view, the Commission specifically requested public comment on whetler NRC j

should hold seminars or workshops for licensees. The two commenters who responded, j

indicated that seminars or workshops could be useful under the right circumstances. I believe

~

the staff should provide a workshop in connochon with the pilot program.W 4
