San Onofre Nuclear Generating Station, Unit 1 n

Pursuant to Section 3.14.B.4.b of Appendix A, Technical Specifications to provisional Operating License DPR-13 for San Onofre Unit 1, this submittal provides the required Special Report for inoperable Fire Detection Instrumentation.

On November 11, 1985 and November 24, 1985, the Fire Detection Instrumentation for Fire Zones 11 and 16, respectively, were declared inoperable, apparently due to weather related problems. The requisite fire watch and/or backup instrumentation for Fire Zones 11 and 16 were established within the one hour action statement.

In addition, during the current Cycle IX Refueling Outage various other fire detection instrumentation has been or wi11 be temporarily removed from service to perform modifications consistent with the updated Fire Hazards Analysis and 10CFR50.4.9 Environmental Qualification Requirements as well as, preventive or corrective maintenance.

For the affected fire zones outside containment, one hour fire watch patrols and/or backup instrumentation will be established pursuant to Technical Specification 3.14.4.a.

For the affected zones inside containment, both the fire detection instrumentation and alternate detection instrumentation required by Technical Specification 3.14.B.4.a.1 and 2 will be inoperable concurrently. A fire watch patrol will be established to inspect the affected areas every eight hours, in both modes 5 & 6, which constitutes adequate compensatory measures consistent with NUREG-0452 (Westinghouse Standard Technical Specifications) and Proposed Change No. 136 to San Onofre Unit Technical Specifications, submitted on June 8, 1984.

Prior to entry into Mode 4, all required fire detection instrumentation will be returned to operable status.
