Dear Sir:

Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.100 Rev. 2 On December 10, 1982, in accordance with 10CFR50.59 and 10CFR50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License DPR-16, submitted Technical Specification Change Request No. 100. This Technical Specification Change Request was submitted to address changes in the Inservice Inspection Surveillance Requirements for snubbers.

On April 15, 1985, GPU Nuclear submitted Revision No.1 to Technical Specification Change Request 100 in response to Generic Letter 84-13, which was applicable to all SEP plants. Revision No. I also addressed required changes to the snubber Technical Specifications.

During IE Inspection 85-27, GPU Nuclear and the NRC Inspector performed a comparision tatween Technical Specification Change Request 100, Rev. I and the Standard Technical Specifications. As a result of that effort, this Revision No. 2 to Technical Specification Change Request 100 is hereby submitted.

In view of the time lapsed since our December 10, 1982 submittal and this revision, the interim changes requested have been deleted from this submittal. Instead, only those differences between the existing Technical Specifications and this submittal will be addressed.

This Revision No. 2 supercedes both our original submittal and our proposed Revision No.1, and has been reviewed in accordance with Section 6.5 of the Oyster Creek Nuclear Generating Station Technical Specifications.
