In accordance with PVNGS Unit 1 Facility Operating License NPF-41, License Condi-tion 2.C.(5), we are hereby submitting a change made to the Unit 1 Initial Test Program. The change involves completion of the Post Core Electrical A.C. Load Test.
We intend to perform this test prior to the completion of the Initial Test Program, rather than prior to initial full power operation, as committed to in the PVNGS Final Safety Analysis Report (Refer to Questions 8A.15 and 14A.20). A safety review and evaluation has been performed, in accordance with 10 CFR 50.59, and we have determined that there is not an unreviewed safety question involved with making this change. Attachment 1 to this letter provides a summary of the safety evaluation that was performed for this change.

- 1. Description of Change Made to Initial Test Program - PVNGS Unit 1 In response to FSAR Questions 8A.15 and 14A.20, APS committed to " measure the station distribution buses including Class 1E buses unloaded and record volt-ages. PVNGS will also measure and record the station distribution buses includ-ing Class IE buses upon loading the bus to at least 30%. This will occur prior to initial full power reactor operation, consistent with Branch Technical Posi-tion PSB-1." The change made to PVNGS Unit 1 initial test program is to extend the completion date of measuring the station distribution bus voltages, loaded to at least 30%, from prior to initial full power reactor operation until the completion of the PVNGS Unit 1 initial test program. The measurement of the station distribution bus voltages in the unloaded condition has been completed.
- 2. Justification for the Change - Summary of Safety Evaluation The transformer taps were set taking into account the expected offsite power source voltage variations and the maximt.m and minimum bus loading conditions as determined by the safety analysis. Additionally, the time extension for completing this test does not change the safety analysis nor does it increase the probability of occurrence or consequences of an accident or malfunction of equipment than previously evaluated. The Technical Specifications do not address bus loading. The margin of safety, as defined in the Technical Specifi-cations, is based upon the minimum specified independent and redundant A.C.
and D.C. power sources and distribution systems as specified in General Design Criterion 17 of 10CFR50. The delay of the performance of the voltage measurement test until af ter initial full power operation does not reduce the margin of safety as defined in the Technical Specifications.
In addition to the above justification, actual experience and data obtained thus far through the Unit 1 Power Accension Program validates the transformer tap settings for plant operation. Plant equipment has satisfactorily operated both under steady state and transient conditions through a wide range of source voltages.
