Elimination of Arbitrary Intermediate Pipe Breaks The NRC staff has e eviewed the Houston Lighting and Power submittals (Refs. 1, 2 and 3) dealing with alternative pipe breaks criteria that would eliminate arbitrary intermediate pipe breaks in high energy piping systems identified in Reference 1. Our evaluation of your submittals is enclosed.

Based on our review of the justification for elimination of arbitrary intermediate breaks given in References 1 and 2, we have concluded that the request is acceptable. Reference 3 states that the details of breaks are typical for both units although Reference 1 does not specifically say so.

Should this not be the case when Unit 2 is constructed, please furnish the details of breaks for Unit 2 to the NRC staff.

This subject is being treated as a justified deviation from Section 3.6.2 (MEB 3-1) of the Standard Review Plan (SRP). The enclosure will be included in the Draft SER for South Texas Project as an appendix.
