Response to Notice of Viointion Your lotter of November 22, 1985 forwarded Inspection Report 85-34 and a Notico of Violation concerning helium gas bottles strapped to Soismic Category I equipment. Our responso to that Notice of Violation is attached.

November 16, 1985, and in accordance with the NRC Enforcement Policy.

10 CFR Part 2. Appendix C, the following violation was identified.

10 CFR 50.59, paragraph (b) requires in part that changes to the facility no described in the safety analysin report include a written safety evaluation which providos the banos for the determination that the chango does not involvo an uncoviewed safety question.

Contrary to the above, on October 3, 1985, two holium gas bottles woro observed strapped to the Solamic Category I supply and return lines of the "D" train containment hydrogen analyzor without a supporting safety evaluation having boon performod.

This is a Severity Lovel IV violation (Supplomont I).

Responna The holium bottles had been delivered to the 75-ft elevation of the Auxiliary Building for the performance of Technical Specification-required testing. The bottles woro strapped to the hydrogen analyzor supply and return linos to provent undesired movement in the interest of Plant and personnel cafety. The potential adverso affect on sofoty-related equipment created by attaching the bottles to a Solemic Category I line was not recognized.

Immodlato corrective action was taken to comove tho holium bottles from the Solomic Category I lines. Additionally, inspections of the Plant were conducted to onouro no other almilar oltuations existed. In ordor to provent a rooccurrence of thin situation, all managora and supervicorn have boon made awara of this event and have boon directed to tako action to further inntill in their employoon what constitutou a chango to the Trojan facility and the need to follow approved procedurco when making auch a change.
