Sacramento CA 95852-1830,(916) 452-3211 AN ELECTRIC SYSTEM SERVING THE HEART OF CAllFORNIA RJR 85-553 November 21, 1985 J B MARTIN REGIONAL ADMINISTRATOR REGION V 0FFICE OF INSPECTION AND ENFORCEMENT ATTENTION DOCUMENT CONTROL DESK U S NUCLEAR REGULATORY COMMISSION WASHINGTON DC 20555 DOCKET NO. 50-312 LICENSE N0. DPR-54 SPECIAL REPORT NUMBER 85-13 The Sacramento Municipal Utility District hereby submits Special Report 85-13 in accordance with Rancho Seco Nuclear Generating Station Technical Specifica-tions, Sections 3.14.6.2 and 6.9.5E. This report provides an updated list (attached) of nonfunctional fire barriers reported in our October 15, 1985 Special Report 85-12, and identifies any nonfunctional fire barriers detected or created since that report waich were not restored to functional status within seven days.

The District has evaluated each nonfunctional barrier against the requirements of Technical Specification 3.14.6 and has verified that the appropriate fire watch has been established. The District's September 12, 1985 Special Report 85-11 provided a description of the program and associated schedules. An update to the status for penetration program areas follows:

1. Electrical Penetrations - The work identified in Special Report 85-11 re-mains on schedule. Additional electrical penetrations have been breached as part of ongoing work and a schedule for closure consistent with the work requirements is being developed. Also, as a result of surveillance activities, a number of electrical penetrations are considered nonfunc-tional fire barriers. A schedule for closure of the new breaches and the surveillance breaches is being developed and will be provided in a future Special Report.
2. Mechanical Penetration - The work identified in this Special Report remains on the previously supplied schedule.
3. Doors - The work identified in Special Report 85-11 has slipped from November 30, 1985 until January 15, 1986 due to delays in material deli-veries and engineering review of drawings. Also, the schedule for the replacement of several doors is still under development and will be provided in a future Special Report.

A schedule for the repair of eight existing dampers between the Control Room and the TSC, and the installation of the two " missing" dampers between the TSC and auxiliary building roof is being developed and will be pro-vided in a future Special Report.
