SUBJECT: NRC INSPECTION REPORT NO. 50-219/97-01 AND NOTICE OF VIOLATION
Dear Mr. Roche:
On February 23,1997, the NRC completed an integrated inspection at your Oyster Creek
reactor facility. The enclosed report presents the results of that inspection.
During the six-week period covered by this inspection period, your conduct of activities at

the Oyster Creek facility was generally characterized by safety-conscious operations,
sound engineering and maintenance practices, and careful radiological work controls. The
continued identification of conditions or configurations that appear to be contrary to your
UFSAR or other commitments, as evidenced by the removal of the isolation condenser
i
radiation monitors, is cause for concern, and requires additional management attention.
We understand that you and your staff acknowledge this concern, and efforts are
underway to perform a detailed evaluation.
One violation of NRC requirements was identified that related to a configuration control
occurrence in which process and human performance deficiencies resulted in a 250 gallon
spill of control rod drive system water in the reactor building. We are concerned about this
violation because it is similar in nature to a prior configuration contrcl event in September
1996, when a large, unplanned discharge of slightly radioactively contaminated water
resulted. This indicates that your corrective actions for the September 1996 event were
not fully effective.
This violation is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
