DEIETION OF FIRE HOSE STATIONS FRQ4 TABLE 3.13-2 Gentlemen:

In accordance with the provisions of 10 CFR 50.90 as req 11 red by 10 CFR 50.59 (c) (1), Georgia Ibwer Cbmpany hereby proposes a change to the Technical Specifications, Appendix A to Operating License DPR-57.

We proposed change would delete fire hose stations T5-TA and T8-TA at elevation 147' in the Control alilding from Table 3.13-2 of the Plant Hatch Unit 1 Technical Specifications.

Attachment 1 provides a detailed description of the proposed change and citalmstances necessitating the change reglest.

Attachment 2 details the basis for our determination that the proposed change does not constitute an unreviewed safety q2estion.

Attachment 3 details the basis for air determination that the proposed change does not involve significant hazards considerations.

Attachment 4 provides page change instructions for incorporating the proposed change.

%e proposed change will delete fire hose stations T5-TA and T8-TA at elevation 147' in the Control Building from Table 3.13-2 of the Plant Hatch Unit 1 Technical Specifications. Table 3.13-2, which was added by Amendment 50,' was intended to list hose stations serving areas which contain safety-related eculpment. Subsecuent reviews have determined that no safety related eculpment is contained in the areas served by the hose stations proposed for deletion. Operation of the hose stations is not altered by this change. We effect of this change is to remove the two stations from the control of the Technical Specifications so that they may be under achinistrative controls appropriate for non-safety related eculpment.

= have reviewed . the attached proposed amendment to the plant Hatch Unit 1 Technical Specifications and have determined that implementation of the proposed amendment does not constitute an unreviewed safety question.

PROPOSED CHANGE

,The proposed change will delete fire hose stations T5-TA and T8-TA from Table 3.13-2 of the Plant Hatch Unit 1 Technical Specifications. Table 3.13-2-is intended to list safety related hose stations. The hose stations proposed for deletion are in non-safety related areas of the plant.

BASIS The probability of occurrence and _the consequences of an accident or malfunction of equipment important to safety are not increased above those analyzed in the FSAR -due to this change because safety-related equipment is not affected.

The probability of an accident or malfunction of a different type than analyzed in the FSAR does not result from this change because operation of safety equipment is not affected and the FSAR analyses are still valid.

The margin of safety as defined in the Technical Specifications is not reduced due to this change because no safety settings are altered and no safety related equipment is affected.

BASIS ne proposed change does not involve a significant increase in the probability or consegiences of an accident previously evaluated because operation of the safety-related fire hose stations is not altered by this change.

We proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated because <

the fire hose stations in safety-related areas will' remain under Technical Specification control.

We proposed change does not involve a significant rediction in a margin of safety because safety settings are not altered and no safety related eglipment is affected.

This change is consistent with Item (i) of the "Exanples of Amendments that are Considered Not Likely to Involve Significant Hazards Cbnsiderations" listed on page 14,870 of the Federal Register, April 6, 1983. Since the inclusion of these hose stations is inappropriate d2e to their status as alpporting non-safety related estignent, their deletion from the Technical Specifications is an essentially administrative change.
