Gentlemen:
Enclosed for your review, prior to our scheduled meeting of August 28, 1985,
is the SALP 5 Board Report for the Callaway Nuclear Plant covering the period.
December 1, 1983 through May 31, 1985. This period encompassed the completion
of major construction. activities at the site, the preoperational and startup
testing phases, and finally the commencement of full power operations.
Overall performance of the Callaway Nuclear Plant was judged to be acceptable.
We are pleased to note that you achieved the highest performance rating
(Category 1) in five out of the fourteen areas rated. Your performance trend
in all of the areas rated remained the same or improved. No area rated showed
a declining trend and no area received a rating lower than Category 2.
Mutual
cooperation and support between the corporate and plant site offices is
evident, and your management has demonstrated an active involvement in assuring
a quality operation of the facility.
Performance in the areas of Fire Protection, Initial Fuel Loading, Electrical
Power Supply and Distribution, Startup Testing, and Licensing Activities was
rated as Category 1.
In some cases, this was a repeat rating from the previous
appraisal period.
Despite some initial problems in your Preoperational Testing
phase, you learned from those problems and were able to complete the Startup
Testing program in an exceptional manner. The area of Plant Operations was
marred due to the high number of plant trips, and this area will need your
continued attention. Your operator licensing efforts resulted in an initial
examination pass rate that was significantly higher than the national average.
The training department is to be commended for their efforts.
While you will have sufficient opportunity to present your comments at the
meeting on August 28, we also solicit written comments within 30 days after
the meeting to enable us to thoroughly evaluate your comments and provide you
with our conclusions relative to them.
