Gentlemen:

This refers to the inspection performed by Mr. E. T. Baker of the Vendor

Program Branch and Mr. D. F. Kirsch of Region V on October 30-31, 1985, at the

Trojan Nuclear Power Station and your offices at Portland, Oregon. The

inspection related to activities authorized by NRC License No. NPF-1. Our

findings were discussed with Mr. A. Olmstead and others of your staff at the

conclusion of the inspection.

The purpose of the inspection was to followup on the August 9 and 12-16, 1985

inspection performed by the Vendor Program Branch and to address concerns

raised in your response (to inspection report 50-344/85-025) dated October 14,

1985.

From discussions resulting from the initial inspection report, it was

apparent that Portland General Electric thought that certain information had

,

been overlooked during the previous inspection. During this inspection the

inspectors reviewed the additional information and their findings with the plant

staff members identified in Section 1 of the report. The findings substantiated

the Potential Enforcement Findings in the areas of safety related procurement

and Part 21 reporting and closed Unresolved Items 344-85-025-05 and 344-85-025-06.

Unresolved Items 344-85-025-03 and 344-85-025-04 had not been completed by PGE

and therefore were not reviewed during this inspection.

Resolution of the two Potential Enforcement Findings will be handled by the

NRC Region V office. The two remaining Unresolved Items that require

additional information before further action (if any) can be taken, will also

be handled by Region V.
