Commission dissemination of A0 information.
(a) The Commission will provide as wide a dissemination of information l
l to the public as reasonably possible.
Information on potential A0s (events that may meet the A0 criteria) will be sent to the NRC Public Document Room and all local public document rooms as soon as possible after the staff determines that the incident is a potential A0.
A Federal Reaister notice will be issued on each A0 report with copies distributed to the NRC Public Document Room and all local public document rooms. When additional information is anticipated, the notice will state that the information can be 1
l obtained at the NRC Public Document Room and in all local public document rooms.
(b)
Each year, the Commission will submit a report to Congress listing for that period any A0s at or associated with any facility or activity which is licensed or otherwise regulated pursuant to the Atomic Energy Act of 1954 as amended, or the Energy Reorganization Act of 1974, as amended. This report

IMPLEMENTATION OF SECTION 208 ENERGY REORGANIZATION ACT OF 1974; REVISION TO POLICY STATEMENT The Commission has approved publication of the proposed Federal Recister notice subject to the following comments.
The Federal Recister notice should be revised to explain 1.
that these revisions to the fuel cycle facility abnormal (AO) criteria not only add facilities with NRC occurrence certification such as gaseous diffusion plants, but also clarify the AO criteria for all fuel cycle facilities, and why these-latter changes were needed.
2.
Item (3) on page 10 should be revised to read ' Major deficiencies in design, construction, use of, or management controls for facilities or radioactive material licensed by or otherwise regulated by the Commission.'
In addition to adding the new footnote on page 8, the 3.
. subsequent footnotes on pages 13 and 17 should be renumbered.
