The proposed changes appear to go further than just adding certificate holders where licensees are referenced. The staff should revise the Federal Register Notice to explain that these revisions to the fuel cycle faciltie AO criteria not only add facilities with NRC certification such as the gaseous diffusion plants, but also clarify the AO criteria for all i
fuel cycle facilities, and why these latter changes were needed.
