SUBJECT: NRC INSPECTION REPORT 50-498/97-10;50-499/97-10 AND NOTICE OF
VIOLATION
Dear Mr. Cottle:
An NRC inspection was conducted February 17-21,1997, at your South Texas Project
Electric Generating Station, Units 1 and 2, reactor facilities. The inspection focused on
radiation protection activities associated with your Unit 2 refueling outage. The enclosed
report presents the scope and results of that inspection.
The inspection identified two violations of NRC requirements. The violations are cited in
the enclosed Notice of Violation and the circumstances surrounding them are described in
detail in the subject inspection report. The violations involved a failure to perform air
sampling and contamination surveys and the transfer of licensed material that exceeded
the transferee's possession limit. Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when preparing your
response. The NRC will use your response, in part, to determine whether further
enforcement action is necess=y to ensure compliance with regulatory requirements.
Regarding Violation B, the NRL has concluded that information regarding the reason for the
violation, the corrective actions that were taken and completed to correct this violation and
prevent a recurrence are already adequately addressed on the docket in the enclosed
inspection report. Therefore, you are not required to respond to Violation B, unless the
description therein does not accurately reflect your corrective actions or your position. In
that case, or if you choose to provide additional information, you should follow the
instructions specified in the enclosed Notice.
In accordance with 10 CF
?.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in the NRC Public Document Room. To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the NRC Public Document Room without
redaction.
