REVIEW'0F THE OMAHA VETERANS ADMINISTRATION HOSPITAL

,RESEARCH REACTOR EMERGENCY PLAN (TAC NO. 98055)'

i In response to your request, the Emergency Preparedness and Environmental Health Physics Section (EP&EHP) has completed a review of-the changes to the Emergency Plan for the Omaha Veterans Administration Hospital Research l

Reactor. The plan changes were submitted in a letter dated February 3,1996 1

from John J. Phillips, Director, Omaha Department of Veterans Affairs.. The

]

licensee has stated in the letter that they have made a determination that the changes did not decrease the effectiveness of their emergency plan.-

l' This revision deletes some references to Site Area Emergency that were inadvertently left in the plan when the plan was submitted in March 25, 1996.

The 50.54 Task Group is looking into the question of handling, evaluating, and responding to 50.54 changes. The Group has recommended certain language to be

-included in the response to a licensee. Accordingly, the following language l

to be included in the letter to the licensee:

i Based on your determination that the changes do not decrease the overall l

effectiveness of your energency plan, and that it continues to meet the i

requirements of Appendix E to part 50, NRC approval is not required.

Our initial review of these changes indicates then to be in accordance l

with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they did not decrease the overall effectiveness of your energency plan.

i in accortlance with 10 CFR 2.790 of the Connission's regulations, a copy l

of the letter will be placed in the NRC Public Document Roon.

Our initial review of these changes indicates then to be in acconiance with 10 CFR 50.54(q). Japlementation of these changes will be subject to inspection to confirm that they did not decrease the overall effectiveness of your energency plan.

In acconiance with 10 CFR 2.790 of the Connission's regulations, a copy of the letter will be placed in the NRC Public Document Room.
