By letter dated September 4, 1996, Commonwealth Edison Company (Comed) 1 submitted relief requests CR-17 and CR-18 for the second 10-year inservice  !

inspection interval, requesting relief from performing American Society of l Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) required surface examinations of integrally welded attachments due to one of the weld surfaces being inaccessible.

The staff has evaluated the information provided in support of the relief requests. The basis for the staff's conclusions are contained in the enclosed i safety evaluation. The staff is granting relief request CR-17, pursuant to l 10 CFR 50.55a(g)(6)(1) because the requirement of the Code is impractical.

The relief granted and the alternative imposed are authorized by law, will not endanger life, property, or the common defense and security, and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements.were imposed. The alternative proposed in relief request CR-18 is authorized pursuant to 10 CFR 50.55a(3)(1) because the proposed alternative provides an acceptable level of quality and safety, l Sincerely, ORIGINAL SIGNED BY:
